
The economic growth and high income elasticity vis-à-vis existence of small and marginal farmers of West Bengal who account for the majority of produce for fruits, flowers and vegetables will result in greater demand and resultant marketing. For a most of the State personnel, marketing has been a new subject. Its exclusion from normal teaching programmes of established universities and vocational training institutions made the West Bengal State Marketing Board to propose suitable courses for field workers as well as officials shouldering agricultural marketing responsibilities. It has been proposed to set up a Training Institute in the name and study of Netaji Subhas Training Institute of Agricultural Marketing (NSTIAM) at Sheoraphuli in its Principal Market Yard.
1. Nomenclature of the Institute:
This name of the Institute is “Netaji Subhas Training Institute of Agricultural Marketing” (NSTIAM).
2. Location of the Institute:
It will be set up in the Principal Market Yard of Sheoraphuli Regulated Market Committee in Hooghly district, about 20 kms away from Kolkata.
3. Status of the Institute:
i. West Bengal State Marketing Board will operate the Institute as per provision of Section 36C(2)(C) & (d) of West Bengal Agricultural Produce Marketing (Regulation) Act, 1972. The Board will initiate steps for approval of the Certificate and diploma couses training module for
ii. The operational jurisdiction of the institute will extend the whole of West Bengal with Branches at other places in the State according to necessity may be set up.
iii.Financial and service matters of the proposed Institute will be governed by the rules and regulations usually followed by the West Bengal State Marketing Board.
iv. The Director of the proposed Institute appointed by the West Bengal State Marketing Board will function as Administrative and Academic Head of the Institute and will function as Drawing and Disbursing Authority jointly with the Secretary of Sheoraphuli Regulated Market Committee. The Institute will be under administrative control of the West Bengal State Marketing Board.
v. West Bengal State Marketing Board will approve the budget and other functional activities of the Institute.
4. Managing Committees of the Institute:
i) The Government shall constitute the Managing Committee to run the Institute with such members as decided on the advice of the Board, consisting of following members:
(i) Chairman of the West Bengal State Marketing Board.
(ii) Secretary to the Govt. of West Bengal, Department of Agri-Marketing.
(iii) Chief Executive Officer of the West Bengal State Marketing Board.
(iv) Registrar of co-operative Societies, Govt. of West Bengal.
(v) One Member of West Bengal Legislative Assembly.
(vi) Director of Agriculture, Govt. of West Bengal.
(vii) Director of Agri-Marketing, Govt. of West Bengal.
(viii) Director of the Institute.
(ix) One Academician from Agricultural University.
(x) One Farmer’s representative.
(xi) One Representative of Agri-Traders.
The Chairman of West Bengal State Marketing Board will act as the Chairman of the Managing Committee and Secretary to the Govt. of West Bengal, Department of Agri-Marketing will act as vice - chairman of the managing committee . Director of the Institute will act as Member-Secretary.
ii) The Managing Committee will design different courses, recommend the budget, and prepare course module and other issues relating to policies before submission to the West Bengal State Marketing Board for final approval.
iii) The Managing Committee will function as Academic and Executive council of the Institute, Committee will have the right to invite any academician or technical expert for preparation of any course to be undertaken by the Institute, with proper approach of the Board.
iv) The Managing Committee will seat at least once in a quarter.
v) The Managing Committee constituted under a resolution of the Board will hold office for a period of three years. West Bengal State Marketing Board will have the right to re-constitute the Managing Committee as and when required with or without assigning any reason at any point of time.
5. Functions of the Institute:
Training of Farmers, Self-help groups, RMC officials, Board officials, Managers & Technical Personnel of Cold Storages, and fresh student aspiring Agricultural Marketing as career.
To conduct Seminars, Workshops to get acquainted with recent developments in the ever expanding field of Agricultural Marketing for the benefits of all segments contribution to this field.

6. Duration of Courses:
Different courses to be conducted in the proposed Institute will have varied durations. From 2 days to 2 Years. Short duration courses preferably be restricted within 5 Days. Long duration Courses may be divided into different segments. Each segment should preferably be restricted to 2 weeks. Expert on In-Service and orientation trainings are of the view that no courses should be designed with a duration more than 2 (two) weeks at a stretch for attaining optimum results.
POST GRADUATE PROGRAMME
AGRI-BUSINESS MANAGEMENT CELL
The Post Graduate Programme in Agri-Business Management will be Started in Future aiming at enabling meritorious agricultural graduates to acquire the critical competence for functioning as effective agri-business managers.
Diploma Course in Agricultural Marketing will be of Six months duration. Whereas post graduate diploma in Agricultural Marketing Management will have duration of Two Years.

Farmer’s Group/Cold Storage personnel:
i. Training of farmers on new production techniques and produce through organic fertilizer,
ii. Training course for farmers on medicinal and aromatic plants,
iii. Training of farmers of biotechniques for pest control,
iv. Training on promotion of quality consciousness and grading of agricultural produces.
v. Training on post-harvest management of agricultural produce, transportation, storage, processing, packaging etc. low cost preservation techniques.
Course for Cold Storage Mechanics, Operators -
vi. Training for Cold Storage Mechanics, Operators, Electricians in collaboration with Cold Storage Association.-NHM Project.
Training of Self Help Groups on diversified use of jute and on food processing-
vii. Training of development of link between farmers and traders in the interest of marketing of agricultural produce.

viii. Training of the Secretaries of Regulated Market Committee’s on modern management techniques and other related subjects on agricultural marketing,
